T10 new batteries not charging and/or not recognized by tablet

The new batteries you purchased may be below a normal charging threshold (for example it's possible they sat in stock long enough where the charge was depleted below 15%.)
 
Do you have a way to charge the batteries when they aren't attached to the tablet? For instance an external or gang charger?

If not, try to plug in the power adapter directly into the T10 tablet with the power turned off (DO NOT power on the unit.) The power LED should flash 3-4 times.
Check if LED keeps flashing.
If not flashing any more after 3-4 times. Unplug power adapter.
Plug in again.
Repeat this sequence and see if it will eventually keep flashing.
When power adapter is plugged in, the tablet will try to find battery and communicate with it.
At this time, charger is enabled. If it cannot find battery, it will then disable charger function after time out period. So this action actually charges the battery a small amount. 
One the accumulated amount of energy is sufficient enough to let battery out of protection state, then hopefully it will charge like  normal.
How many times will you need to do this for it to work? It depends on battery state so it is hard to predict.
So, plug in and unplug (maybe up to 15 times) until the battery shows as charging.
 
If the above sequence of plugging in and unplugging does not work, then the batteries may be bad.
